Depends on requirements. In all cases make sure that VA requirements are known
If the 160 and 220 volts have to be isolated from each other then you will need either one transformer with 1 primary (380V) and 2 secondary windings (160V and 220V) or 2 transformers, 380 to 220 and 380 to 160V
If these do secondary voltages do not need to be isolated then you could use a 380 to 380 V transformer with a tap at the 220V point on the secondary. The tap can then be the common and you will have 160 one side and 220 the other side. Yes, but why would you want 160V? You can use a transformer to drop your voltage to whatever you want.
Get a couple of custom wound transformers.
